For vacation rentals in Dublin, any location which is based in or very close to the city centre certainly is a good option. The area of Phibsboro and Rathmines are both fairly central.
In reality, anywhere which has very close access to the LUAS Light Rail system will mean quite quick and easy access to the city centre. Staying in a holiday apartment or vacation rental on the outskirts and next to a LUAS stop could certainly mean much better rates than the rentals right in the centre.
